Washington State Department of Labor & Industries Publishes Draft PSM Program for Petroleum Refineries
03/05/2018 – The Washington State Department of Labor & Industries has published draft PSM regulations for petroleum refineries.  The regulations mirror those implemented by the State of California in 2017.  The Department of Labor & Industries is currently accepting comment on the regulations at public meeting.  The draft regulations and schedule of meetings may be found here.

Kazarians will be Presenting at the 2018 Global Congress on Process Safety
01/10/2018 – Mr. Kirk Busby of Kazarians & Associates Inc. will be presenting two papers at the 14th Global Congress on Process Safety in Orlando, Florida from April 22-25.  The following papers will be exhibited during the poster session on Monday, April 23rd:

  • Pitfalls of Using the Wrong Risk Matrix in PHA and LOPA
  • Going Beyond Design Basis Floods

2017 CalARP Program Revisions Take Effect
10/15/2017 – The updates to the CalARP program made by the California Office of Environmental Services have taken effect beginning in October 2017.  Changes to the regulation include the addition of Program Level 4, which presents additional compliance requirements for the petroleum refining industry.  The full text of the new CalARP regulation is provided in the link above, and additional CalARP resources may be found here.

IIAR Initiatives Target Guidance on RAGAGEP for Existing Facilities
11/07/2016 – IIAR is working with ANSI to develop ANSI/IIAR-9 – a document intended to more clearly define the RAGAGEP for existing Ammonia Refrigeration systems.  Currently, owners of existing Ammonia Refrigeration systems are required to identify and define their own RAGAGEP, which may lead to the use of outdated or non-consensus standards.  With ANSI/IIAR-9, a new standard will be developed to aid owners in identifying the appropriate RAGAGEP for their system.

03/18/2016 – Kazarians & Associates, Inc. will be attending AIChE’s 12th Global Congress on Process Safety in Houston, Texas from April 10-13.  We will be presenting the following three papers on Monday, April 11th:

EPA Proposes Revisions to the Risk Management Program (RMP)
03/17/2016 – The EPA has proposed several revisions to their Risk Management Program (RMP) regulation.  Changes include requirements for facilities to assess Inherently Safer Design options during PHAs,  perform third party audits and root cause analyses following reportable incidents, and enhance emergency response and preparedness requirements.
